The document development was guided by the following goals: 1) identify a tiered plan of action that can be implemented whenever conditions influence the availability of respiratory protective equipment for use by healthcare personnel; 2) translate the plan of action into a checklist that facilitates rapid implementation and consistent response across healthcare settings; 3) normalize the language and definitions in an effort to provide clarity for users; 4) develop the document so it is generalizable and useful for all communities.
